Hestia Carrow.
Relationship: Flora's Sister. She's been dead many years now, and flora hasn't quite let go of her sisters loss, So perhaps the ghost of Hestia carrow has been following her own sister trying to get her to let go of the past. Flora, however probably will not be so willing at first.
